The expected value of a pack is the sum of every possible card's market price multiplied by how often it appears. If a set has one chase card worth a lot but pulled rarely, and many commons worth little, the expected value is a weighted blend of all of them. Compare that expected value to the pack price and you can see, on average, whether opening packs gains or loses money. Individual packs will swing wildly, but over many packs the expected value is what you trend toward.
